Agency in recognition of their State accountability ratings for the 2000-2001
school year.

The Board recognized students
for achievements during the past school year. A complete listing of
students and awards is included as a supplement to this month's Highlights.
Bob Daughrity, Director of
Technology and Media, presented an update to the Board on the District’s new
student management information system (Chancery Win-School). Mr. Daughrity
explained that the new system is a comprehensive, “real time” data system
that facilitates all of the District’s student information management needs.
Mr. Daughrity also introduced the “K-12 Planet” system that will soon offer
parents and teachers access to homework assignments and other useful student
data from any device offering Internet access. Michael Benedict, Principal
of Brazoswood High School, followed by presenting Board members with an update
on Brazoswood High School’s student scheduling activities. Mr. Benedict
led the Board through a month-by-month schedule of activities for the
development of second semester schedules and master schedules, as well as a
timeline summary for both processes. Principals in attendance expressed
their satisfaction with the new student management software and Board members
expressed their hopes for continued improvements in the future.
2001-2002 District Improvement Plan and Elementary And Secondary Campus Plans
Charlene Burgner, Director of
Instruction, presented Board members with an overview of the 2001-2002 District
and Campus Improvement Plans. Mrs. Burgner presented summarized versions
of the elementary, middle, and high school plans, as well as goals for the

Increase all student performance to the proficiency standard or above.
2.
Provide an effective instructional staff development and recruitment program.
3.
Strengthen productive partnerships for education.
4.
Create a safe, positive, productive work environment.
5.
Develop a system of shared accountability.
6.
Establish technology as an integral part of education.
Mrs. Burgner continued by
providing a detailed explanation of “Goal 5 – Develop a System of Shared
Responsibility,” explaining what it means, how the idea evolved in the
District, shared accountability indicators, and shared accountability
performance evaluation systems. Board members applauded the presentation
and the District’s planning efforts.
Board members reviewed the Texas
Association of School Boards Policy Service Division’s Localized Policy Manual
Update 66. The update consists entirely of legal (LEGAL) policy changes
that take effect upon becoming law.
Lease Agreement
With City Of Freeport
The Board approved an agreement
to lease the former Freeport Intermediate School main building and library to
the City of Freeport for a six-month period.
The Board approved a special
trip request from the Brazoswood High School Choir to perform at the Walt Disney
World Resort in Orlando, Florida, on March 7-10, 2002.
The Board approved an agreement
with the Eagle Pass Independent School District to purchase attendance credits
from Eagle Pass as a means of equalizing the District’s property wealth per
student for the 2001-2002 school year. Brazosport will benefit from the
agreement by receiving an “efficiency credit” from the State. Eagle
Pass will benefit by receiving an increased overall level of funding.
Brazoria County
Appraisal District Board Election
The Board adopted a resolution
to cast its 1,499 votes for the following candidates seeking election to the
Board of Directors of the Brazoria County Appraisal District: 299 votes
for Dennis Frauenberger; 300 votes each for Riley A. Godwin, Henry Munson, C.C.
(Pete) Reed, and Madalyne Reichenbach.
Membership In
Energy For Schools
The Board adopted a
resolution and an associated interlocal electricity procurement agreement,
authorizing the district to become a member of Energy For Schools, a political
subdivision corporation created by Region IV and Region VI Education Service
Centers to assist Texas school districts in benefiting from electrical
deregulation. The District’s membership is expected to result in lower
electricity costs when deregulation takes effect in January 2002.
Mr. Okruhlik reviewed a draft
copy of Board of Trustee Operating Procedures. Mr. Okruhlik informed Board
members that one important duty of the Board of Trustees is to join together in
the development of operating procedures designed to enhance the Board’s
effectiveness and lay out the expectations for its operations. Mr.
Okruhlik solicited reactions to the Procedures from Board members and explained
that they will be presented for adoption at a future meeting.
Board members enthusiastically
encouraged Mr. Okruhlik and his staff to proceed with plans to implement an
“electronic board agenda.” The Board had previously been invited by
Region IV Education Service Center to attend a demonstration of the “paperless
system” that has already been adopted by several school districts in the
greater Houston area.
In other actions, the Board
approved the official minutes for the October 2nd, 10th, and 15th Board
meetings, approved financial statements for September 2001, and adopted a
recommendation by the Brazoria County Property Tax Resale Committee to sell
delinquent tax properties held in trust by Brazoria County.
