Refunding
Bonds "Parameter Sale"
The
Board adopted an order authorizing the
issuance of Brazosport Independent School
District Unlimited Tax Refunding Bonds,
Series 2007. Lewis Wilks, with Coastal
Securities, informed Board members that
interest rates have moderated recently and
that an opportunity to refund approximately
$8.875 million of bonds at a significant
savings to the District may soon appear. Mr.
Wilks explained that, since the economic
feasibility of such a refunding is dependent
on fluctuating interest rates, Coastal is
proposing the use of a "parameter sale,"
authorizing the District to issue refunding
bonds at a price resulting in at least a
4.5% present value savings. Mr. Wilks
expressed his hope that market conditions
will soon allow the District to proceed with
the refunding sale. Board members thanked
Mr. Wilks for his recommendation before
voting unanimously to approve the order.
2007-2008
Student Code of Conduct
Executive Director of Administrative
Services, Stuart Dornburg, presented Board
members with recommended revisions to the
Student Code of Conduct for the 2007-2008
school year. Mr. Dornburg explained that the
Code is reviewed annually by a committee
comprised of principals, assistant
principals, and administrative staff, and
that the recommended revisions are the
result of that annual review process. Mr.
Dornburg reviewed each of the proposed
changes with Board members and commented on
its effect and application. Board members
questioned Mr. Dornburg at length regarding
student dress code issues and other topics
before voting unanimously to approve the
recommended 2007-2008 Student Code of
Conduct.
2007-2008
Teacher Salary Schedule
The
Board of Trustees adopted a teacher salary
schedule for the 2007-2008 school year.
Executive Director of Business Support
Services, Michael Abild, explained that the
2008 salary schedule includes a minimum
salary increase of $1,425 for all full-time
educators and features a "beginning teacher"
salary of $40,500. Mr. Abild thanked Board
members for their input and involvement in
developing the new salary schedule and
stated that the 2007-2008 proposed budget
includes over $1.6 million to fund these and
other salary increases.
2007-2008
Budget Update
Michael Abild, Executive Director of
Business Support Services, presented an
update on the 2007-2008 proposed budget. Mr.
Abild reported that there have only been
minor changes since a preliminary budget was
presented to the Board on June 11. Revisions
to the budget include:

reduction in "Robin Hood" payments to
reflect an increased equalization level
of $364,500 per student in weighted
average daily attendance (WADA) passed
by the 80th Session of the Texas
Legislature. |
 | An
associated reduction in state funding to
reflect new funding formulas passed by
the 80th Session of the Texas
Legislature. |
 | The
reclassification of ten (10) substitute
custodial positions to full-time
positions and an upgrade of one (1)
10-month custodial position to a
12-month position. |
 | An
associated reduction in substitute
custodial costs. |
 |
Associated benefit costs for full-time
custodial positions. |
 | A
budgeted increase in undesignated
reserves for 2007-2008 resulting from
the above changes ($225,416 surplus –
was $269,305 deficit). |
Mr. Abild
stated that the District would begin the
"notice and hearing" process associated with
adopting the budget and tax rate, and stated
that a special meeting in August may be
required. Mr. Abild also reminded Board
members that the District’s official budget
must be adopted no later than August 31 of
each year.
Personnel
Actions
The
Board of Trustees named Ron Speir as
Executive Director of Human Resources, and
Stuart Dornburg as Executive Director of
Administrative Services.
Other Actions
In
other actions, the Board approved the
official minutes of the June 5 and June 11,
2007, Board meetings; approved financial
statements for May 2007; awarded contracts
for athletic supplies & equipment (soccer,
basketball, and swimming); and approved a
recommendation from the Brazoria County
Property Tax Resale Committee to sell
delinquent tax property held in trust by
Brazoria County. |
