Oath of
Office/Election of School Board Officers
After administering the
Oath of Office to newly-elected Board members, Ron
Damian and Ruth Ann Few, the Board of Trustees elected
the following officers for 2007-2008:

Random Student
Drug Testing Program
Stuart Dornburg, Director of
Public Information & Communications presented Board members with an
update on the District’s random student drug testing program. Mr.
Dornburg reviewed the origin and key aspects of the program and
stated that random drug testing was introduced with the following
key goals in mind:
· Promote health
and safety
· Undermine the effects of peer pressure
· Provide a ready resource and assistance to students
· Eliminate the impact drug/alcohol has on learning
Mr. Dornburg reported that, during
the 2006-2007 school year, a total of 948 high school students were
tested, with the following results:

Mr. Dornburg also reported that the District contracted with
Pinnacle Medical Management for the tests, at a cost of
approximately $30,000 for 2006-2007. Board members posed numerous
questions regarding the testing process, drugs tested, costs, and
potential changes to the program before thanking Mr. Dornburg for
his presentation and his oversight of the program.
Enrollment/Attendance Report
Ron Speir, Executive Director of Administrative Services, presented
Board members with a District enrollment report as of May 24, 2007,
reporting an 31-student decrease compared to the corresponding date
last year. Mr. Speir also reported that inter-district transfers
(transfers from other school districts) were down by 13 students
compared to the same time last year, while intra-district transfers
(transfers between campuses) ended the school year totaling 780.
HIPAA Exemption
The Board renewed its election to be exempt from the requirements of
the Health Insurance Portability and Accountability Act of 1996 (HIPAA)
for the upcoming plan year. The action exempts the District from
many of the requirements of HIPAA, but still requires the District
to provide departing employees with certification of prior health
insurance coverage.
Other Actions
In other actions, the
Board approved the official minutes of the May 1 and May 21, 2007,
Board meetings; approved financial statements for April 2007;
approved a recommendation from the Brazoria County Property Tax
Resale Committee to sell delinquent tax property held in trust by
Brazoria County; appointed Lily Baker and John Bernzen to serve as
Trustees for the District’s Employee Medical Benefits Plan Risk
Pool; and awarded a contract to Texas Gulf Bank to serve as the
District’s depository for the upcoming biennium. |
